Junket Travel: Casino VIP Invitation Programmes
How casino junket programmes work — the logistics, obligations, financial structures, and regulatory context as it applies to the emerging Japanese IR market.
A casino junket is an organised trip in which a casino or intermediary operator arranges travel, accommodation, and hospitality for qualified high-value players in exchange for a commitment to a minimum level of play (rolling or buy-in volume).
Basic Structure
A junket operator arranges the group, negotiates terms with the casino, and manages player logistics: 1. Player deposits funds (e.g., ¥500,000–¥5,000,000) as a play commitment 2. The casino provides flights, hotel, and F&B at no cost 3. During the stay, the player wagers their deposit against an agreed rolling target 4. On return, a rebate proportional to rolling volume is paid in cash 5. The junket operator receives a separate commission from the casino
Risks for Players
- —Deposit forfeiture if rolling targets are not met
- —Junket operator credibility is critical — fraudulent operators have caused significant player losses
- —Debt collection complications (gambling debts are unenforceable in Japanese courts)
Japan and the Osaka IR
Under Japan's IR Integrated Resort Act, junket operator involvement will be subject to significant compliance requirements designed to prevent anti-social force infiltration. MGM Resorts — the planned Osaka IR operator — operates to international compliance standards and is expected to implement a transparent direct-player VIP programme rather than third-party junket intermediation.
