Yumeshima Island: The Strategic Location Chosen for Osaka IR
Why did Osaka select the man-made island of Yumeshima for Japan's first integrated resort? We examine the geography, transport links, and urban development vision behind the choice.
Yumeshima — literally 'Dream Island' in Japanese — is a 390-hectare artificial island located in Osaka Bay, approximately 10 kilometres west of Osaka city centre. Originally developed as a landfill site in the 1970s and used partly for Expo 2025, it is now being transformed into Japan's flagship integrated resort destination.
Why Yumeshima?
Osaka selected Yumeshima over competing sites including the Maishima district and areas in Kansai because of its scale, proximity to Kansai International Airport (KIX), and the opportunity to develop an entirely new urban district from scratch without displacing existing communities.
The island sits adjacent to the Expo 2025 site, meaning infrastructure investment — including the extension of the Osaka Metro Chuo Line directly to Yumeshima — was already committed by the time IR planning began in earnest.
Transport Access
- Osaka Metro Chuo Line: A direct underground extension from Cosmosquare Station to Yumeshima opened for Expo 2025, making the island accessible from Osaka's Honmachi business district in approximately 25 minutes. - Kansai International Airport: Via limousine bus or taxi, KIX is approximately 50–60 minutes from Yumeshima. A direct shuttle service is planned for IR guests. - Osaka-Kobe Road Network: The island connects to the Hanshin Expressway Bay Shore Route, enabling drive-in access from Kobe (40 min) and Kyoto (60 min). - Shinkansen: Shin-Osaka Station is approximately 35 minutes from Yumeshima by metro, connecting to Tokyo in 2h 30min.
The Larger Urban Vision
Osaka Prefectural Government envisions Yumeshima as the anchor of a new waterfront district, with the IR surrounded by commercial zones, public parks, and a permanent legacy of Expo 2025 pavilions. Long-term, the area is expected to attract over 20 million visitors annually once fully developed.
