Founded in 1986 and headquartered in Las Vegas, MGM Resorts operates 30+ destination resorts worldwide including Bellagio, MGM Grand, ARIA, and the MGM National Harbor near Washington D.C. With annual revenue exceeding USD 14 billion and decades of experience developing and operating world-class integrated resorts, MGM is the gaming and hospitality lead for the consortium.
MGM's key contribution includes casino design and operations expertise, proprietary gaming management technology (MGM Resorts One loyalty programme integration), and its international reputation as a premium resort brand. The Bellagio and ARIA in Las Vegas serve as the aesthetic and operational blueprints for what MGM aims to deliver in Osaka.
Orix Corporation
Orix is one of Japan's most diversified financial services and investment conglomerates, with operations spanning leasing, real estate, private equity, and infrastructure. Its expertise in navigating Japan's complex regulatory environment, financing large-scale infrastructure projects, and managing local government relations made it the essential Japanese partner for MGM's Osaka ambitions.
Orix holds approximately 40% of the IR development entity, with MGM holding approximately 49%, and the remaining shares held by a consortium of Osaka-based businesses including Panasonic, Daiwa House, and local financial institutions.
The Development Agreement
Under the 35-year operating licence structure established by Japan's IR Implementation Act (2018), the consortium has committed to a minimum investment of ¥1.08 trillion. The licence is renewable subject to performance criteria, with the Osaka Prefectural Government retaining regulatory oversight through the Casino Administration Committee.
