Japan's Strict IR Framework: Entry Fees, Addiction Prevention, and Visitor Limits

Japan has enacted some of the world's most stringent responsible gambling regulations for its integrated resorts, including a ¥6,000 entry fee for Japanese nationals and a weekly visit cap of three times.

When Japan's Diet passed the IR Implementation Act in July 2018, it embedded an unusually robust set of responsible gambling measures that distinguish Japan's IR framework from virtually every other gaming jurisdiction in the world.

Entry Fees and Visit Caps for Japanese Nationals

Japanese citizens and permanent residents wishing to enter the casino floor must pay a ¥6,000 (approximately USD 40) entry fee per visit. This fee applies separately to each casino visit and is not refundable.

In addition, Japanese nationals are subject to a visit frequency cap: no more than three visits in any seven-day period, and no more than ten visits in any 28-day period. These limits are enforced through a centralised national registry operated by the Casino Administration Committee of Japan (CAC).

Foreign nationals (tourists and business visitors holding non-resident status) are exempt from both the entry fee and the visit frequency limits, reflecting Japan's policy intent that IRs should primarily serve as inbound tourism infrastructure.

Exclusion Registers

The framework establishes a self-exclusion register, as well as a mechanism for family members to petition for the exclusion of a relative. Local government and national welfare organisations have authority to add individuals to the exclusion register in cases of confirmed gambling disorder.

Advertising Restrictions

Casino advertising in Japan is tightly controlled. Operators are prohibited from advertising casino services on television between 5:00–22:00, and all advertising must carry responsible gambling messaging. Online advertising is subject to age-gating.

The Casino Administration Committee

The CAC, established under the IR Implementation Act, is an independent national regulatory body with authority to issue and revoke gaming licences, audit casino operations, investigate compliance, and levy fines. It operates separately from both the Ministry of Land, Infrastructure, Transport and Tourism (which oversees IR development broadly) and the Osaka Prefectural Government.

International Comparison

For context: Singapore's entry levy for citizens is SGD 150 (≈USD 110) per visit or SGD 3,000 (≈USD 2,200) for an annual pass — significantly higher than Japan's equivalent. However, Japan's frequency cap has no equivalent in Singapore or Macau, making Japan's visitor-frequency controls arguably the most stringent in any major gaming jurisdiction.
