Paradise City opened its first phase in April 2017, making it one of the most strategically located integrated resorts in Asia — directly connected to Terminal 1 of Incheon International Airport, the busiest international airport in Northeast Asia. Jointly developed by Paradise Co. Ltd. of Korea and Japan's Sega Sammy Holdings, it targets the international transit and short-stay tourism market.

The resort is Korea's first five-star integrated resort combining a casino, hotel, spa, art park, and entertainment complex in a single destination. The casino at Paradise City is open exclusively to foreign nationals (Korean nationals are prohibited from gambling domestically except at Kangwon Land), and offers baccarat, blackjack, roulette, and slot machines.

The 'CHROMA' indoor theme park, 'CLIO' spa, and 'ART PARADISE' gallery complex have established the resort as a cultural destination beyond pure gambling. Phase 2 added a 1,200-room hotel tower, a 3,000-seat live performance arena, and additional retail and F&B in 2020.
